That 3" BB isn't kosher but the rest (minus paint) looks solid. Can probably get the price dropped once you point out the oil in the intake.
The rear tire carrier doesn't look good, it doesn't have a real rear bumper, so I don't know how he mounted it. It either got in a front end collision or he's got an odd aesthetic, the header panel and grill have been swapped out for the 93-95 style. The front bumper thing really looks like it's not mounted correctly.
