I can give advice, help with installation and advise on quality radios. Been a ham since '07ish, have handhelds, mobiles and base units, and have installed three in vehicles. So I am not a pro but just like the proper name says Amateur Radio Operator. I have held both Technician and currently hold General class licence.
The equipment is more expensive than CB but far more capable. As with any other gear the better the quality the bigger the price tag. The level of licence you earn will govern your frequency rights and modes.
There are several online practice test taking sites that are free to access. There are several different books and study guides available as well.
